Chancellor Gordon Brown's pre-budget review puts his stamp on British Labor, makes him a shoe-in as the next British PM and has echoes of Kevin Rudd's new policies.

Are there similarities between Gordon Brown and Kevin Rudd you bet? Rudd has been in government once. He knows the difference between government rhetoric and real change and improvement and development. Furthermore was it Brown copying Rudd’s idea of community volunteering or Rudd copying British Labor? Rudd has put forward the radical notion that when he retires, he will advocate turning over his own seat to the Labor party member who does most to improve the community through volunteering and grass roots change. What a wonderful change that would be. The focus is on doing it, proving it, not just talking about it or on who you know or are related to in the Party hierarchy.
